You will need to be a lil more specific, are we talking about PvE or PvP, any certain Necro/Mes builds you have in mind?
Every build has its counters.

I can't understand what you are suggesting.
You mean something like starting the game with a 'neutral' model and no profession and choosing profession by making a quest or answering questions like in the Ultima saga?

If you're asking for a choice between Mesmer or Necro primary, it depends on how you like to play the game. Either one can be both fun and effective in both PvP and PvE. Sadly, many people are under the impression that primary Mesmers aren't very good for PvE play (they're wrong), so getting accepted into PUGs is a bit more difficult.

N/Me combo says hi. you get all the good skills AND a useful primary attribute! ghasp!... (hint hint, fast casting is useless in PvE, secondary mesmers get access to the same skillset)
